Depends also on what people are going to define as a ‘good singer’.
Some people seem to like singers like Whitney Houston and Celine Dion who I find unlistenable as their act appears to consist of vocally showing off how many scales they can go up and down. Vocal wankery basically
As is the point of the thread , although someone like Rickie Lee Jones might not do all that stuff I still think she is ‘good singer’ in that her voice and style perfectly suit her songs and they would be reduced if sung in an overly technical ‘good singer’ style.

Paul Anka springs to mind - My Way.
The whole thing is totally subjective. For example I'm somewhat partial to Rickie Lee Jones who I'd regard as a vocal stylist as opposed to a great, or even good, singer. Conversely, stumbled across a youtube link to the Hayde Bluegrass Orchestra a few days ago: their lead female vocalist (Rebekka Nilsson) is the absolute nuts and probably still works at a day job.

Dylan was a genius lyrically his singing was not great but for what he had he used brilliantly.
I loved the way in almost every Travelling Wilburys song they put him to the back when the singing comes in because obviously he is limited.
